7th Circuit Court Blocks Lock Closures Again

The ruling follows a similar opinion from 2011 when the panel found that an injunction forcing lock closures would get in the way of active regulatory efforts by federal and state agencies who are working together to stop invasive carp from entering the Chicago River System and ultimately the Great Lakes.
