Recent storms pushed the Metropolitan Water Reclamation District of Greater Chicago’s (MWRD) Tunnel and Reservoir Plan (TARP), or Deep Tunnel, to near capacity as it captured stormwater and wastewater to help prevent flooding and combined sewer overflows into the river system.
